Using Windows, I ran the installer, but I do not see the Plug-Ins or Workspaces when I open VectorWorks

Answer

The first thing to check is that VectorWorks was not running during the installation.  You need to quit and restart VW to see newly installed items.
 
It sounds like you use a custom location for your User Data and Preferences folder.  For the moment, the installer cannot install the workspaces and plug-ins to a custom destination (and may not be able to until I stop supporting VW 12).
To fix follow these steps:
 
1. Look in \Windows\temp\ for a text file beginning with "Setup Log {current date}."  You will be able to see where the files installed.
 
2a. Open VectorWorks preferences (Tools>Options>VectorWorks Preferences...).  Switch to the User Folders tab.  Add the install location to the Workgroup and Project Folders section.
 
2b. Manually copy the contents of the Plug-Ins, Workspaces (if applicable), and VWHelp directories to your custom User Data and Preferences location.
